THE NOONER for October 31, 2014

Good morning from a rainy San Francisco, where fants are packed along Market Street in advance of the parade for the Giants. happening as this missive reaches you. Yes, I still bleed Dodger blue, but there's no denying that a parade featuring the orange and black on Halloween is very special. That said, vuvuzels at 5am on Market street next to your hotel is about annoying as possible. What the heck?

So, here is where we are from my perspective. Rupblicans hold the House of Representatives (99% confidence), and likely capture the U.S. Senate (70% confidence). In California, Democrats hold the State Senate with 26 seats (50% confidence),  and the State Assembly with 54 seats (70% confidence).

CRIME: I'll be honest. I don't know Rod Wright and frequently disagreed with his positions. However, the crime committed was not his misrepresentation of where he lived but rather the LA County District Attorney's office using our name ("State of California") to put him in jail for 90 days. I don't believe it is a racist move in LA, but the fact that other DA's (Sacramento, Orange County) ignore the issue suggests that there is something very wrong.

If I count correclty, there are at least two Democrats and two Republicans who don't live (from a legal voter registration perspective) in their districts.

Legislators shouldn't have to live in their districts, and there are as many Republican violators as Democrats. The punishment of Wright and Richard Alarcon is selective, and perhapps racist. Let them be honest about where they liveand let voters decide. Seriously, people were excited about the prospect of Michelle Obama running for U.S. Senate from Calilornia, while we're imprisoning a black man who grew up in Chicago before graduating from Pepperdine after moving to California?

Jerry Brown, please pardon (liberate) this political prisoner. After all, the residency issues of XXX XXX (D) and XXX XXX (R) were ignored, as well as countless others. People may not like Rod Wright, but it is morally abhorent to sentence him to jail time knowing damn welll that he is no different from others.

California’s attorney general is often known as the state’s “top cop.” And to be sure, Kamala Harris has done her share of “law and order” press conferences announcing drug busts and gang takedowns. But, as she heads into Tuesday’s election, Harris has clearly emphasized different priorities than her predecessors.

With only a few days left before election day, pretexts for panic over the sanctity of the ballot box are dwindling down to a precious few. Two political scientists from Virginia's Old Dominion University have done their part, with an article on the Washington Post's Monkey Cage politics website asserting that control of the Senate could be " decided by illegal votes cast by non-citizens" on Tuesday.

Witness says City College received warnings for years that it was in jeopardy

City College of San Francisco has received clear warnings since 2006 about its financial instability and other problems that threatened its accreditation, witnesses said Thursday under questioning from attorneys for the commission trying to revoke the school’s accreditation. A similar letter was sent in 2010, this time adding concerns about soaring retiree health obligations that the college was not saving for. Each letter was introduced as evidence for the commission’s contention that it did its job properly and that it had no choice but to revoke accreditation from City College - a decision that is on hold pending the outcome of the trial. The commission’s lawyers also questioned Gohar Momjian, a City College employee appointed to serve as its accreditation liaison officer in 2012, when the college was first sanctioned and told to comply with all standards within a year or lose accreditation. Under questioning from the commission’s attorneys, the witnesses also testified that City College’s 2012 “self-study” - an assessment of its own compliance with accreditation— was not entirely honest. Beno, who is not a voting member of the accrediting commission, also disclosed for the first time that just one of the 17 commissioners opposed revoking accreditation from City College during its vote in 2013. There was also discussion about “restoration status,” a potential compromise to the loss of accreditation status for City College.
