THE NOONER for October 28, 2014

So, I am part of this little game now called finding a plug. A couple of weeks ago, I bought a Nissan Leaf, which I love. My Prius was awesome, but I needed technology upgrades after ten years.  Anyway, the game of finding open charging stations in Sacramento is a challenge. All 12 in the parking garage at Sacramento's intergalactic airport are currently occupied. When did Sacramentans find money from beneath the couch cushions to buy all these Teslas? Also, can we block off a couple of additional spaces so that the e-vehicle good samaritans can swap out upon leaving?

Paul Mitchell has had too much time on his hands, and created another awesome tool. This looks at the voter registration trends by district.

In AD44, you just have to be astounded by the data, and that was the cause for my optimism yesterday. Only 17% of voter registrations since 2012 have been Republican, with 35% registering as Democrats.

POLL POSITION: The Hoover Institution at Stanford University gives us numbers.

  • Jerry Brown: 48%
  • Neel Kashkari: 31%
  • Other: 2%
  • Not Sure: 16%

Proposition 1 (water bond):

  • Yes: 52%
  • No: 22%
  • Not Sure: 26%

Proposition 2 (rainy day fund):

  • Yes: 47%
  • No: 19%
  • Not Sure: 34%

Proposition 45 (health insurance rates):

  • Yes: 42%
  • No: 30%
  • Not Sure: 29%

Proposition 46 (malpractice, drug testing):

  • Yes: 34%
  • No: 37%
  • Not Sure: 30%

My gripe with the poll is the use of language of "special admissions preferences", showing the Hoover Institution's bias. Football players and pianists get special admissions preferences at Stanford. The only question of debate is to consider whether public institutions should consider the totality of the circumstances of a student in a post Prop. 209 world.

The poll also declares that it over-samples Millenials, which are the least likely to vote next week.  That said, I think the numbers are pretty accurate.

#CAKEDAY: Happy birthday to Rebecca CurryBill Emmerson, Darrin Hurwtiz, Dustin JohnsonRichard Pan, and Yong Salas.

My top 3 candidates for Oakland mayorâ
Chip Johnson @
sfgate.com
With one week until election day, Oakland voters are working out in their minds, on tablets, laptops and on paper, their top three choices for mayor under the city’s ranked-choice voting system. On Sunday, I sat on a stool at the Avenue, a bar on Telegraph Avenue, watched the Raiders-Browns game and chopped it up with my friend Oliver, an attorney, a native Oakland resident and a political junkie. Because of it, Siegel holds a special place in his heart. The same year, she formed an opposition group — four council members who tried to hold the line against a budget proposal that did not include funding for about 30 laid-off Oakland police officers to return to work. [...] Schaaf introduced a rainy day fund proposal in 2011 that was rejected by her colleagues. Quan’s shaky start as mayor with the layoffs of police officers and the arrival of the Occupy Oakland movement cast her as a weak, indecisive leader, and it has dogged her throughout her first term in office. [...] aside from her insistence that she can find investors to build Coliseum City, a proposed entertainment venue located at the site of the city-county-owned sports complex, Quan’s past two years in office have been head-and-shoulders above her first two.

The archaic labels at the time featured the words "I Voted" next to boxes with either checks or "X"s inside them. However, most polling stations had moved on from paper ballots and hand-counting to punch cards or other technologies, so the box with a check mark no longer held any relevance.

S.F. City Collegeâ

With signs, banners and a brass band, supporters shouted their love for City College outside San Francisco Superior Court on McAllister Street before crowding into Judge Curtis Karnow’s courtroom — which was moved to a double-sized room to accommodate them all. Andrew Sclar, a lawyer representing the commission, said the trial is about the ability of the commission to do its job and hold a college accountable to the same accrediting standards required of all community colleges in the country. In 2012, the commission voted to give City College less than a year to comply with a number of accrediting standards around fiscal stability, governance and its ability to measure educational outcomes. The lawsuit by City Attorney Dennis Herrera says the commission’s evaluation of the college was so flawed that it broke the state law prohibiting unlawful and unfair business practices, and violated federal regulations of accrediting commissions. The city’s attorney, Sara Eisenberg, asked Messer to talk about how important the college is to the Bay Area, and why students and faculty fought so hard to oppose the legislative move to narrow the focus of community colleges.
