THE NOONER for October 27, 2014

GIANTS!

In 180 hours, the polls will be closing in the PDT. While Republicans are certainly trending nationally, it is not discernible in California. The two bellwether races affected by national trends are CA07 in Sacramento and CA52 in San Diego. Both are as tossity-uppity as you can get. Democrats should hold CA26 and CA36; Republicans should hold CA21. Dems should pick up CA31 with Pete Aguilar.

Turnout and lack of attention to the races of Controller and Secretary of State give the edge to Betty Yee and Alex Padilla respectively. Republicans may fumble great chances to have some new statewide stars in these offices by the focus on the largely irrelevant (from a policy standpoint) supermajority fights in the Legislature, where most resources are going. If Charles Munger, Jr. was funding statewide Republicans, they could win these seats. Honestly, supermajorities in the Legislature are like high school boys in the locker room, now that simple majorities are required for the state budget.

The most interesting race is that between Tom Torlakson and Marshall Tuck, although no voter can tell you succinctly what the Superintendent of Public Instruction does. Supposedly, kids are drowning from some action or inaction by somebody, but nobody knows what the heck the Viagra case was about.

SD34 (Nguyen v. Solorio) will be hard for Democrats to hold, but SD14 (Vidak v. Chavez) is more competitive than expected. Catharine Baker (R) and Tim Sbranti (D) will go down to the wire in AD16, although I think the AD21 (Gray v. Mobley) race is being overly hyped. AD65 (Kim v. Quirk-Silva) will be very hard for Dems to hold, although I think Muratsuchi is okay in AD66. And, if AD32 goes Republican, it'll just be a night in which Democrats need to go to the bar. And as a newly sober person, that is very hard to write.

GOV: Gov. Brown to barnstorm state, releases new ad touting accomplishments [Seema Mehta @ LAT]

GOV: Brown, Kashkari campaigns test two connected theories [Cathleen Decker @ LAT]

USSEN: Feinstein: 'I have no idea what I'm going to be doing in 2018' - "Sen. Dianne Feinstein responded to rumors on Sunday that she might not seek reelection in 2018 as first lady Michelle Obama pursues her seat in the Senate."

The Michelle Obama speculation certainly throws a wrench in the plans of folks looking at the two California U.S. Senate seats that will likely be open in 2016 and 2018, such as Xavier BecerraKamala Harris and Gavin Newsom. Oh, and let's throw Neel Kashkari in the mix for fun just in case top two screws a spread Democratic field. U.S. Senate is a policy vote, which exaggerates the Democrats' advantage, as managerial skilll doesn't factor in.

CON: Controller's race adds drama to Board of Equalization makeup [Phil Willon @ LAT]

SD26 (Coast LA): A mighty big spender illustrates campaign finance problems [Jim Newton @ LAT]

AD21 (Merced): Race in the 21st Assembly District getting downright scary [Mike Dunbar @ ModBee]

NIMBY: Dianne Feinstein says S.F. has no room for Airbnb [Willie Brown @ SFChron]

Death of California GOP may be greatly exaggerated [Bill Whalen @ SacBee]

THE OC: Orange County, where being a vegetarian makes you a terrorist.

DOUBLE X FACTOR: Up Against the Ceiling: The California Legislature Is Losing Women [Katie Orr @ CapPubRad]

The Field (Poll) of Dreams [Jack Ohrman @ SacBee]

#CAKEDAY: Happy birthday to Debra Bowen!

The New World Of Voter Suppression
latimes.com
A week from Tuesday, voters will choose an entirely new House of Representatives , a third of the U.S. Senate and the governors of 36 states. Lamentably, many qualified voters will stay home, some out of apathy or disillusionment but others because they lack the right sort of identification. In Texas, thanks to an outrageous order by the Supreme Court, voters will have to display a photo ID under a law that a lower court judge concluded was a deliberate attempt to disenfranchise blacks and Latinos, who disproportionately lack such identification.

$50 million Bay Bridge crane given to builders for free
Phillip Matier and Andrew Ross @
sfgate.com
The huge, custom-built Left Coast Lifter, which for years was a fixture on the Oakland side of the span, weighed anchor at the Port of Oakland in December for a 6,000-mile voyage down the West Coast, through the Panama Canal, across the Gulf of Mexico, up the East Coast and into New York Harbor. New York Gov. Andrew Cuomo praised the crane for saving the state money by reducing labor costs and cutting project time. Back in 2006, when American Bridge/Fluor submitted its winning $1.4 billion bid to build the Bay Bridge’s self-anchored tower — the world’s largest — it proposed having the floating crane specially built to help lift the 1,300-ton steel sections into place. [...] by giving the crane away, the state wouldn’t be on the hook to sell a one-of-a-kind piece of equipment that it had no other use for, say bridge officials. State Sen. Mark DeSaulnier, D-Concord, who convened a series of Transportation Committee hearings this year over the runaway bridge costs and construction defects, asked whether Californians got cheated in the deal. Kaplan and Schaaf’s first- and second-place showing is one reason Tuman, Parker and City Auditor Courtney Ruby teamed up Thursday in a joint call for “new blood” at City Hall — by voting for them rather than either of the two incumbent City Council members.
