AB 1953, as introduced, Salas. Public contracts: cities and
counties: in-state jobs.
Existing law imposes various requirements with respect to
contracting by local government entities.
This bill would require a city, county, or city and county, when
contracting for services, when there is a choice and to the extent
economically feasible to do so, to contract with persons or entities
that provide all of the work on the contract in California. By
imposing new duties on local entities, the bill would create a
state-mandated local program.
The California Constitution requires the state to reimburse local
agencies and school districts for certain costs mandated by the
state. Statutory provisions establish procedures for making that
reimbursement.
This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to these
statutory provisions.
